Development An Organizational Cultural Model For Enhancing Organizational Effectiveness: A Systematic Literature Review

The effectiveness in contemporary management environments characterized by rapid change, innovation demands, and increasing organizational complexity. Despite extensive studies examining organizational culture, there remains limited integrative understanding regarding the development of a comprehensive cultural model capable of enhancing organizational effectiveness across different organizational contexts. Therefore, this study aims to develop an organizational cultural model for enhancing organizational effectiveness through a Systematic Literature Review (SLR) approach. This study employed the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) framework to identify, screen, and analysed relevant studies published between 2015 and 2025. Data were collected from major academic databases, including Scopus, Web of Science, ScienceDirect, and Google Scholar. A total of 42 peer-reviewed articles met the inclusion criteria and were critically analysed using thematic synthesis. The findings revealed that organizational effectiveness is strongly influenced by several cultural dimensions, including transformational leadership, collaborative communication, employee engagement, adaptability, innovation orientation, and shared organizational values. Furthermore, the review identified that adaptive and participative organizational cultures contribute significantly to improving employee performance, decision-making quality, organizational commitment, and long-term sustainability. Based on the synthesis, this study proposes an integrative organizational cultural model consisting of leadership, communication, adaptability, and innovation as the core dimensions of organizational effectiveness. This study contributes theoretically by integrating fragmented organizational culture theories into a comprehensive conceptual framework and provides practical implications for organizational leaders seeking to strengthen management effectiveness through cultural transformation strategies.
